You can start a circle or find one. I know it will be a bit empty right now but at least that's where the people hang out that can help you better.

Also, you should start selling tech. Start here: viewtopic.php?f=136&t=288&view=unread#p1241

And check out my CN Wikia page (see my sig) for how I keep track of tech deals etc. The more organized you are and the quicker you can dish out the tech, the more buyers there will be for you. Tech dealers are hard to come by. Also go to the Library as there are some guides there for nation building.
